Community Advocates provides a range of programs and services for tenants and landlords in Milwaukee County. They include:
City of Milwaukee Rental Assistance: Effective August 6, 2025, the City of Milwaukee Emergency Rental Assistance Program administered by Community Advocates will pause the acceptance of new applications due to limited remaining funding.
If you have already submitted a completed application with all required documentation, you will be notified of a decision. Applications are reviewed in the order they are received, with complete applications prioritized.
If you are a tenant or landlord experiencing a rental housing challenge, the Rental Housing Resource Center (RHRC) is available to assess your situation and connect you to possible resources, including:
- Assessment for other short-term rent assistance funding (Community Advocates has limited additional funding available from other sources. Eligibility to others sources of rental assistance is not guaranteed as there are different guidelines for each program).
- Tenant and Landlord mediation
- Facilitation of payment agreements or move-out agreements outside of eviction court
- Legal referrals for tenants facing eviction filings
The RHRC walk-in clinic is located inside the Community Advocates building at 728 N. James Lovell Street, Milwaukee, WI 53233, and is open Monday through Friday, from 10 a.m. to 4 p.m. Tenants and landlords are seen on a first-come, first-served basis. Intake specialists are available to assess your needs and provide connections to resources such as rent and utilities assistance, mediation services, and relocation support.

If you were not approved for rent assistance and would like more information about the decision or wish to file an appeal, please email ERAResolution@communityadvocates.net.
If your residence has received a placard or vacate order from the City of Milwaukee Department of Neighborhood Services, the inspector will provide you with a referral for assistance. Community Advocates will follow up regarding your situation.
If you are experiencing homelessness, contact 2-1-1 for immediate support.

Berrada Properties Tenant Eviction Diversion Program: If you are a current Berrada Properties tenant and your rent is more than five days late due to financial hardship—or if you are unable to pay next month’s rent—you may be at risk of eviction. Waukesha County Emergency Rental Assistance: Effective September 26, 2024, Community Advocates has stopped accepting new applications for direct rental assistance in Waukesha County as funding has concluded.
